La dirección y administración inmediata de los comisariatos estarán a cargo del Almacenista de la Base Naval M.C. Bolívar o de los subalmacenistas de cada Base, de conformidad con los reglamentos que se dicten sobre el particular; pero el manejo de los fondos corresponderá exclusivamente a los cajeros o pagadores respectivos.
