En caso de duda sobre la procedencia de la iniciación del proceso deontológico disciplinario profesional, el magistrado instructor ordenará adelantar una averiguación preliminar, que tendrá por finalidad establecer si la conducta se ha realizado, si es o no es constitutiva de materia deontológica e individualizar al profesional de Terapia Respiratoria que en ella haya incurrido.
