En los recesos de la Asamblea Nacional Constituyente actuarán sus Comisiones Permanentes, con el fin de estudiar los trabajos realizados por la Comisión de Estudios Constitucionales y todas las enmiendas a la Carta que se hayan sometido a la consideración de aquel Cuerpo, así como los decretos extraordinarios dictados por el Gobierno desde noviembre de 1949. Las Comisiones citadas servirán, además, en los referidos recesos, de órgano de consulta del Gobierno en el examen de los negocios y asuntos que presente a su dictamen.
