Un porcentaje de hasta el 20% de los recursos recaudados por medio de la tasa que crea la presente Ley, deberá destinarse a refrigerio y transporte, de acuerdo con las necesidades, de los jóvenes y niños en condiciones de pobreza y vulnerabilidad miembros de las escuelas y clubes deportivos locales, registrados ante la secretaría municipal o distrital competente en su manejo. Las asambleas departamentales y concejos municipales, según sea el caso, definirán el porcentaje.
