Art. 4.° El militar que habiendo recibido del Gobierno los ausilios de movilidad, dejare de pagar a los interesados los fletes de las caballerías que se les entreguen para su trasporte o que las tome de hecho, será sometido a juicio por la respectiva autoridad local, la que, sin detenerlo, remitirá los documentos al funcionario competente para su juzgamiento.
