Esta libreta la expide el Ministerio de Relaciones Exteriores a los colombianos en el territorio nacional y en las misiones diplomáticas y consulados de Colombia en el exterior. La libreta consta de treinta y dos (32) páginas y su vigencia será de diez (10) años.
