Destinase la suma de cien mil pesos moneda legal ($100.000 m. l.) para la ampliación y mejoramiento de la carretera nacional que partiendo de la Ciudad de Pasto va al municipio de Colón, en la Comisaría del Putumayo. Esta suma se incluirá en el presupuesto de la vigencia próxima, y en defecto de esta inclusión, el gobierno queda autorizado para verificar las operaciones de crédito que considere necesarias.
