De la capacidad técnicoadministrativa . La capacidad técnicoadministrativa deberá apreciarse por la autoridad competente, en cada caso, con base en el estudio de factibilidad de que trata el presente Capítulo y teniendo en cuenta los recursos humanos instrumentos, equipos y la organización administrativa de la entidad, conforme a los objetivos específicos de la institución.
