El Ministerio de Educación Nacional gestionara ante las Asambleas Departamentales y las Gobernaciones la creación de sendas bibliotecas públicas en las capitales de los Departamentos en donde no existan, y el fomento de las actualmente exististe. Lo propio hará respecto de los Consejos Municipales para la fundación y fomento de bibliotecas públicas municipales.
