Art. 17 . Declárance puertos francos :

1.° El de Colon i los de la laguna de Chiriquí i bahía del Almirante, con las islas llamadas Bocas del Toro ; los de Chagres i Portobelo, en el Atlántico, en el Estado de Panamá ;

2.° El de Panamá, segun lo determina el artículo 18 ; los de Bahía—honda de Alanje, ensenada de Montijo, Mesambe, Parita, Anton, San Cárlos i Chame ;

3.° Los del archipiélago de San Andres, en el Atlántico ;

4.° Los del territorio del Caquetá, en el Estado del Cauca;

5.° Los situados sobre la frontera en los límites del territorio que comprendia antiguamente la provincia de Casanare i el Canton de San Martin. Las demas radas i puertos podrán ser frecuentados por los buques nacionales de cabotaje.
