Reconócese la conveniencia de atender á los lazaretos y de hacer real y efectivo el aislamiento ó secuestración de las personas atacadas de la enfermedad de lepra; y facúltase al Gobierno para trasladar á sitio conveniente los lazaretos que no reúnan las condiciones necesarias para el aislamiento y tratamiento de los enfermos.
