La suma a que se refiere el artículo anterior la invertirá el Gobierno Nacional por iguales partes en los Departamentos mencionados, en la construcción y organización de colegios de segunda enseñanza, así: uno en la ciudad de La Unión (Departamento de Nariño), y otro en la ciudad del Cocuy (Departamento de Boyacá).
