Para dar cumplimiento al artículo anterior, el Gobierno contratará total o parcialmente las obras que deban ejecutarse en los ríos Cauca y Nechí, en cuyo caso los contratos deberán llevar el visto bueno del Consejo Nacional de Vías de Comunicación.
