°. Asunción temporal de competencia por la Nación. De manera excepcional, y cuando los departamentos no tengan la capacidad suficiente para asumir la competencia temporal respecto a los servicios a cargo de los municipios sujetos de la medida, corresponderá a la Nación la asunción de dicha competencia. Para estos efectos la determinación de la insuficiencia corresponderá al ministerio respectivo.
