Para la realización de la obra de qué trata el precedente artículo, la Nación contribuirá con la suma de cien mil pesos ($ 100,000.00), si el Departamento Norte de Santander y el Municipio de Cúcuta, conjuntamente, se obligaren a sufragar el exceso de costo.
