Corresponde a la Dirección Nacional de Valorización, ya sea directamente o en ejercicio de las facultades de interventoría fijadas en el artículo 17, de este Decreto, la determinación de los métodos que han de seguirse para distribuir las contribuciones de valorización y fijar el criterio que debe adoptarse, en cada obra, para la apreciación del beneficio.
