Facúltase al Gobierno para proceder de conformidad, incorporando si lo considera pertinente en las respectivas Leyes de Presupuesto, las partidas por él asignadas en cada caso, previo análisis de disponibilidad financiera, factibilidad de ejecución y cumplimiento de los requisitos establecidos por el Decreto 2132 de 1992, la Ley 152 de 1994 y demás disposiciones reglamentarias vigentes sobre la materia.
