º . Ejecución por fuera del Presupuesto . Los rectores o directores no podrán asumir compromisos, obligaciones o pagos por encima del flujo de caja del Fondo de Servicios Educativos o que no cuenten con disponibilidad de recursos en la tesorería. En consecuencia, el rector o director no podrá contraer obligaciones imputables al presupuesto de gastos del Fondo de Servicios Educativos sobre apropiaciones inexistentes o que excedan el saldo disponible. En caso de ser necesario y existiendo la disponibilidad, se efectuarán las modificaciones pertinentes al presupuesto, a través del Consejo Directivo.
