Art. 3.° Las estampillas tendrán la forma de un paralelogramo rectangular, de 40 milímetros de largo por 33 de ancho; llevarán en el centro el escudo de armas de la República; en la parte superior las palabras Estados Unidos de Colombia, Timbre Nacional, y en la inferior, en letras y números, la clase y el valor de la estampilla; y será cada clase de distinto color.
