El Ministerio de Comercio, industria y Turismo, a través de su entidad adscrita iNNpulsa, o quien haga sus veces, priorizará por lo menos una (1) vez por año un (1) programa especial destinado al fortalecimiento de empresas o desarrollo de emprendimientos de origen rural de pequeños productores. Dicho programa contará con las condiciones más favorables posibles respecto a otros programas del Ministro de Comercio, Industria y Turismo, con el objetivo de favorecer estas comunidades vulnerables.
