Art. 1.° El puerto franco de Rocas del Toro, en la comarca del mismo nombre, queda habilitado para el comercio de importación y exportación y gozará de la excepción que el inciso 2.° del artículo 32 del Código Fiscal ha hecho para los puertos de Panamá y Colón.
