Toda colonia penal tendrá a su servicio un Capellán, un Medico, un Agrónomo y los maestros de escuela necesarios para dar educación e instrucción a los corrigendos que lo deseen, y en todo caso a los menores sean o no penados.

Los sueldos los señalara prudencial y equitativamente el Poder Ejecutivo.
