Artículo segundo. El artículo séptimo del Decreto-ley número 461 de 1956 quedará así: "Las escrituras de traspaso a la caja de inmuebles de propiedad del Instituto o del antiguo Instituto de Parcelaciones, Colonización y Defensa, Forestal serán suscritas por el Ministerio de Hacienda en representación del Gobierno y de dichas entidades".
