Facúltase a la Junta Directiva del Instituto Colombiano de Ciegos, para contratar un empréstito con destino a la edificación de los locales de dicha institución, y autorízasele para respaldar esta negociación con el producido del impuesto que se crea por la presente Ley, en el Departamento de Cundinamarca, y con la hipoteca de las edificaciones que se levanten en uso de esta facultad.
