º Es entendido que la consecución del empréstito y el pago a la Compañía de la cantidad que le debe al Gobierno representada en libranzas, no autoriza a aquélla para aplicar su capital, de un millón cuatrocientos mil pesos ($ 1.400.000), a objeto distintos de la construcción de la obra y de la administración del ferrocarril; antes bien, ella quedará obligada a mantener su indicado capital aplicado a esos objetos.

Parágrafo

El Gobierno tomará todas las medidas que crea convenientes para que se dé estricto cumplimiento a lo prescrito en el presente artículo.
