Afiliación al régimen subsidiado. Será afiliada al régimen subsidiado del Sistema General de Seguridad Social en Salud, a través del pago de una Unidad de Pago por Capitación- UPC-S, la población pobre y vulnerable que sea identificada como tal, de acuerdo con el sistema definido para tal efecto por el Consejo Nacional de Seguridad Social en Salud. Teniendo en cuenta que la afiliación es gradual dependiendo del volumen de recursos, el Consejo Nacional de Seguridad Social en Salud definirá la población prioritaria.
