En desarrollo de lo previsto en el inciso primero del artículo 361 de la Constitución Política, se podrán financiar con recursos del Sistema General de Regalías y hasta por un billón de pesos ($1.000.000.000.000.00), proyectos de inversión que tengan por objeto la realización de obras de infraestructura física en Instituciones Públicas de educación superior. Estos proyectos de inversión tendrán el máximo puntaje en el Sistema de Evaluación por Puntajes. Para lo anterior, el Departamento Nacional de Planeación realizará las modificaciones a que haya lugar en dicho Sistema, de lo cual informará a la Comisión Rectora del SGR.
