El Gobierno Queda facultado para decretar la prelación de sus vías ordenadas por la presente Ley, en atención de los recursos fiscales; y presentaran en las secciones próximas un plan general de carreteras para el cual se consultaran la Ley 70 de 1916 y las demás que se refieran a vías similares.
