La Superintendencia de Servicios Públicos Domiciliarios es una entidad descentralizada de carácter técnico, con personería jurídica, autonomía administrativa y patrimonial, adscrita al Departamento Nacional de Planeación. El Superintendente de Servicios Públicos Domiciliarios obrará con plena autonomía de criterio al cumplir las funciones que se derivan de la Constitución y la ley.
