Para el pago de todo auxilio o subvención a obras públicas municipales, así como también los destinados a entidades o personas que obtengan de la Asamblea reconocimientos de esta naturaleza, deberá dársele cumplimiento a lo dispuesto en el Decreto número 42, de 19 de enero de 1935, inserto en el Registro Oficial número 1208, y en el Decreto número 403 de 1942, publicado en el Registro Oficial número 1635, salvo lo dispuesto en ordenanzas sustantivas.
