Las partidas de gastos decretados por leyes que dicte la misma legislatura que expida el Presupuesto, no podrán incorporarse en él sin observar las disposiciones legales para la apertura de créditos legislativos. El mismo requisito habrá de llenarse cuando otra legislatura haya de hacer la incorporación.
