Manual operativo. Se adoptará un Manual Operativo como instrumento para la toma de decisiones que contenga como mínimo los lineamientos, términos, condiciones y requisitos para la postulación, evaluación, habilitación, los criterios de priorización y de desempate de los programas y proyectos objeto de financiación con recursos del Fondo.

Parágrafo

Una vez expedido el decreto reglamentario, en un plazo no mayor a seis (6) meses, el Manual operativo se construirá de manera conjunta entre el Ministerio del Interior y las organizaciones indígenas que participan en la MPC.
