En cada vigencia fiscal el Gobierno apropiará las partidas necesarias para dar cumplimiento al artículo anterior, y queda autorizado para hacer los traslados u operaciones de crédito que sean indispensables sin afectar las partidas destinadas al fomento municipal, fomento eléctrico, salud, educación y auxilios regionales.
