El Departamento Administrativo de la Función Pública es el órgano competente para conceptuar en materia salarial y prestacional. Ningún otro órgano puede arrogarse esta competencia. Artículo 13. Vigencia y derogatorias . El presente decreto rige a partir de la fecha de su publicación, modifica en lo pertinente el Decreto 4669 de 2006 y surte efectos fiscales a partir del 1° de enero de 2013.
