Fuera de los deberes y atribuciones que a la Junta corresponden, de acuerdo con la Ley 48 citada, tendrá las sustanciales de fomentar el turismo y de atender a la reconstrucción, reparación y conservación de las murallas, edificios y demás monumentos históricos de Cartagena y de otras poblaciones de Bolívar.
