º . Principio de igualdad en los procesos de vinculación . En los concursos de ascenso o abiertos, podrán participar todos los funcionarios que pertenezcan a la Unidad Administrativa Especial Dirección de Impuestos y Aduanas Nacionales, DIAN, y los aspirantes externos que reúnan los requisitos y el perfil del rol para el empleo, en los términos previstos por el Decreto-ley 765 de 2005.
