El Gobierno procederá a fundar tres estaciones experimentales nacionales, lo más cercanas posible a la capital de la República y correspondientes a la zona fría, templada y cálida. Estos campos servirán a la vez que de centros de experimentación científica, de práctica para los estudios que se hagan en el Instituto de agronomía y veterinaria.
