Art. 15. Autorízase al Gobierno para crear nuevas Provincias y para modificar ó suprimir las que hoy existen y las que se establezcan en uso de esta autorización. Asimismo queda autorizado el Gobierno para rectificar los límites de los Departamentos cuando lo crea necesario.
