De las contravenciones al presente Decreto serán responsables las oficinas de origen y no las destinatarias. Por lo tanto, les es prohibido á los telegrafistas de las oficinas repetidoras ó destinatarias rechazar cualquier telegrama que les sea transmitido, pretextando que no es oficial, y sólo tendrán el deber de dar cuenta a la Dirección general de las infracciones al presente Decreto que observen en sus corresponsales.
