El auxilio de que trata el artículo anterior se pagará al respectivo empresario, desde que la empresa entre una completa producción por un tiempo suficiente, al juicio del Gobierno, para que el empresario obtenga la debida utilidad del capital invertido. El pago se hará cuando a él hubiere lugar en bonos colombianos de deuda interna, de los creados por la Ley 23 del corriente año.
