Art. 1.° Fíjase en cien mil pesos ($ 100,000) el crédito implícito abierto por la lei 64 de 1877 citada, el cual se imputará al Departamento de la Deuda nacional, servicio de 1877 a 1878, capítulo 2,° amortizacion de la Deuda interior, artículo 4,° para pagar los créditos a favor de estranjeros sentenciados por la Corte Suprema federal, provenientes de suministros, empréstitos, espropiaciones o daños causados por la guerra.
