Restablecerse el sobresueldo del veinticinco por ciento (25%) decretado por la Ley 99 de 1913 , solamente para los Oficiales del Ejercito de guarnición en las plazas de Barranquilla, Cartagena, Santa Marta, Ciénaga, Magangue, Cúcuta, Bucaramanga y demás lugares de circunstancias climatéricas análogas en que a juicio del Gobierno haya necesidad de asignarlo.
