Art. 2.° Autorizase á los Administradores de Aduana y á los lnspectores de los puertos de Panamá y Colón para que sitúen los Resguardos de su dependencia en los puntos en que lo crean más conveniente, y para distribuirlos ó dividirlos en grupos ó estaciones siempre que así lo juzguen más eficaz para el celo del contrabando.
