El proyecto de presupuesto para cada vigencia fiscal deberá ser elaborado en colaboración con la Oficina de Planeación del Ministerio de Obras Públicas y el Departamento Administrativo de Planeación Nacional, e incluido como anexo al proyecto del Presupuesto Nacional.
