Artículo veinte. Autorízase al Gobierno Nacional para reglamentar el presente Decreto, y en especial los artículo 16 y 17 relativos a las exenciones por ellos establecidas, para lo cual y en orden para hacerlas efectivas se tomará como renta de las inversiones exentas una parte de la renta líquida del respectivo contribuyente que representa un porcentaje comercial sobre el valor de dichas inversiones exentas.
