Artículo cuarto Los niños que cumplieren en los preventorios la edad de once años, continuaran a cargo del estado en establecimientos especiales o en cualquiera otra institucion educativa oficial o particular hasta una edad comprendida entre los quince y los diez y ocho años en que por haber completado su educación esten capacitados para atender por si mismos a su subsistencia.
