"ARTICULO 13

"Salvo disposición contraria del presente Tratado, las decisiones de la Comisión se adoptarán por mayoría de votos. Cada miembro dispondrá de un voto; en caso de empate, el voto del Presidente será decisivo.

"La Comisión no podrá adoptar decisiones sobre el fondo de una diferencia sino cuando todos los miembros han sido debidamente convocados y, por lo menos, el Presidente y dos miembros están presentes.
