La presente ley tiene como finalidad reconocer la actividad constitucional y legal que desarrollan los miembros de las Juntas Administradoras Locales, autorizando a los alcaldes el pago de honorarios y regulándoles su funcionamiento, exceptuándose lo ya establecido para Bogotá, Distrito Capital en el Decreto número 1421 de 1993 y sus demás normas reglamentarias.
