Toda disposición que modifique las plantas de personal o que autorice nuevos gastos en servicios personales, deberá sujetarse al Decreto 1042 de 1978 e ir refrendada, previo concepto de la Dirección General del Presupuesto, con la firma del Ministro de Hacienda y Crédito Público, quien se abstendrá de hacerlo cuando con ello se produzca desequilibrio presupuestal.
