Art. 227. Se autoriza al Poder Ejecutivo para celebrar con el Gobierno de Venezuela un convenio aduanero, con el objeto de facilitar i hacer efectiva la recaudacion de los derechos de las mercancías que se importen para los pueblos fronterizos de ambas naciones. El convenio que se celebre será sometido a la aprobacion del Congreso.
